Born in 1950 in Long Beach California, USA, he studied English at California State University (Fullerton), receiving an MA in 1974. Currently living in Orange California, Blaylock teaches creative writing at Chapman University.

Blaylock is a two-time winner of the World Fantasy Award, most recently for his short story "Thirteen Phantasms."
